4.  Benin... damn, there&#039;re just no fun facts about Benin.  Paraguay has been holding free presidential elections since 1989!  But their immigration rate is -0.8/1000.  The emigration may be offset by the fertility rate, which is relatively high as such things go:  3.8 children per woman.  Compare this to 1.something (= population decrease) in most European countries.</description>
